The constructor must provide a Notice of Project to the Ministry of Labour, Training and Skills Development prior to starting projects that meet the standards set out in section 6(1) of the Regulation for Construction Projects, O. Reg 213/91 Opens in a new window. .

A Notice of Project is required if:

• The project has a total cost of labour and materials expected to exceed $50,000 or $250,000 if the project is confined to a factory that manufactures or assembles automobiles;
• The work is the erection or structural alteration of a building more than two storeys or more than 7.5 metres high;
• The work is the demolition of a building at least 4 metres high with a floor area of at least 30 square metres;
• The work is the erection, structural alteration or structural repair of a bridge, an earth-retaining structure or a water-retaining structure more than 3 metres high or of a silo, chimney or a similar structure more than 7.5 metres high;
• Work in compressed air is to be done at the project;
• A tunnel, caisson, cofferdam or well into which a person may enter is to be constructed at the project;
• A trench into which a person may enter is to be excavated at the project and the trench is more than 300 metres long or more than 1.2 metres deep and over 30 metres long;
• The work is the construction, over frozen water, slush or wetlands, of an ice road for vehicles, machinery or equipment; or
• A part of the permanent or temporary work is required by this Regulation to be designed by a professional engineer.

You must have a signed copy of the Notice of Project posted at the project or available at the project for review.

• Registration of Constructors and Employers Engaged in Construction [Form 1000] According to section 5(1) of the Regulation for Construction Projects, O. Reg. 213/91, before beginning work at a project, each constructor and employer engaged in construction shall complete an approved registration form.
• A Notice of Project is required if: Additional regulatory notices or reports pursuant to the Occupational Health and Safety Act and its regulations may need to be completed for your project or for your workers. The requirements may be for written or oral notification to the Ministry of Labour, Training and Skills Development or for a completed notice to be available at the project. For example: Section 7 of the Regulation for Construction Projects, O. Reg. 213/91, states that where the project includes work on a trench more than 1.2 metres deep into which a worker may enter, and the project does not meet the criteria of section 6 (Notice of Project) the constructor shall, before any work at the project is begun, give notice in person, by telephone or by fax to the Ministry of Labour, Training and Skills Development office located nearest to the project.   Submitting of the Notice of Project where prescribed under section 6(3) of O. Reg. 213/91 is still required in addition to the additional specific notifications.

  You do not need to create a user account. You can submit a Notice of Project without one.

  Help - Constructor information

  Business Number: A nine-digit account number that identifies your business to federal, provincial, and municipal governments.

  WSIB Firm Number: Firm number issued by the Workplace Safety and Insurance Board.

  WSIB Account Number: Account number issued by the Workplace Safety and Insurance Board.

  WSIB Rate Group: A three-digit number that the Workplace Safety and Insurance Board uses to set premium rates.

  Ownership Type: The legal structure of the constructor's business. For example: a business owned by one person is a Sole Proprietorship. If you are not a business select Person.

  Constructor Legal Name: The legal name of the person or business that is undertaking the project for the owner. The constructor may also be the owner if the owner contracts directly with the employers who work on the project.

  Constructor Operating Name: The name by which people know your business. Operating name is sometimes known as a Business Name or Trade Name. If you are not a business leave this field blank.

  Company Official Name: First and last name of the company official.

  Company Official Position or Title: Job title of the company official. For example: Director or Owner.

  Constructor Head Office Address: The location where most, if not all, of the important functions of the business are coordinated.

  Telephone Number: Telephone number of the constructor.

  Fax Number: Fax number of the constructor.

  Help - Address of the project

  Address of the project: Complete either Address Line 1 or Address Line 2. If the street address is not known then enter the lot, plan and/or location description. For example: enter the nearest intersection.

  Town/City/Township: The town, city or township that the project is located in.

  Province: Defaulted to Ontario. The project must be located in Ontario.

  Postal Code: Only the first three characters of the code are required; all six characters can be entered.

  Country: Defaulted to Canada.

  GPS Coordinates: Latitude and Longitude. Use the World Geodetic System 1984 which is decimal degree coordinates.

  Telephone Number: Contact telephone number at the project.

  Help - Project information

  Construction Type: Select the closest description that matches the type of work to be done.

  • New construction: Newly erected structures including additions to existing structures, or physically altered or graded land, buildings or structures that require official building permits. The construction of roadways, sewers, bridges, utility systems and any work otherwise defined under section 1 of the Occupational Health and Safety Act as "construction" or as a "project".
  • Renovation: A series of planned changes or updates to a building or structure to refresh, renew, restore or reinvigorate - includes changes and repairs.
  • Alteration: Change or modify a building, structure or land.
  • Demolition: The act of pulling down, completely destroying of all or part of a building a structure.
  • Repair or Restoration: The act or process of returning a building or structure to its original condition by repairing it. Restore a building or structure to good condition after damage, renovate or mend.

  Project Description: General description of the project. For example: four storey commercial building, 50 single family ENOPWebs.

  Is there an ice road being constructed for this project?: The work is the construction, over frozen water, slush or wetlands, of an ice road for vehicles, machinery or equipment.

  Anticipated number of workers regularly on project: An estimate of how many workers will regularly be at the project.

  Project Supervisor: First and last name of the supervisor who will be at the project.

  Estimated total cost of labour and material for the project: The dollar amount in Canadian dollars. Note, the dollar amount will not print on your Notice of Project.

  Project Start Date: The expected date that the project is to begin or, if the project is already ongoing, then the actual start date.

  Project End Date: The date that the project is expected to be completed. After submission, if there is an extension or change to the end date, please notify the Ministry of Labour, Training and Skills Development office closest to the project to have the information updated.

  Help - Project type and activities

  Primary type of project: Choosing one from the list indicates the main sector and the focus of the construction project that applies to this notice of project.

  Secondary activities: Allows you as the constructor to identify the additional activities that may also be taking place at various times during the life of this construction project.

  Help - Project designated substances

  Have you received a list of designated substances located on this project?: Section 30 of the Occupational Health and Safety Act requires the owner of the project to determine if any designated substances are present at the location and to notify the constructor of their presence. The constructor is required to notify any sub-trade (employer) of the presence of the designated substances.

  Designated substances that may be used, handled or disturbed by work on the project: Select the appropriate boxes of all known designated substances.

  Owner Name: The legal name of the person or business that owns the project.

  Address: Address of the project owner.

  Telephone Number: Contact telephone number of the project owner.
